Plans for the Elbe Philharmonic Hall, or ?Elbphilharmonie,? envision a concert hall built on top of a former warehouse on the harbor that could seat 2,150 people in ?acoustically one of the best concert halls in the world,? according to acoustic designer Yasuhisa Toyota, who refurbished the Sydney Opera House in Australia.
City officials see it as a new world landmark that could make Hamburg almost as famous as Paris and New York City. When finished, the 667,000 square-foot glass structure will rise 360 feet above the Elbe River, its 26 floors curling into a series of waves reflecting the sky, water, and city.
?There is something playful, almost crazy about what we are doing,? said Karl Olaf Petters, a spokesman for the project. ?It is not necessary, but by the same token, neither was Beethoven?s Ninth Symphony.?
Part of an ambitious revitalization of the Hamburg Harbor, the concert hall was to be paid for through mostly private money. Now, huge delays and cost overruns have dampened the city?s dreams of grandeur. The hall, it turns out, will cost up to five times its original estimate of $100 million, and the city?s share of the cost has more than quadrupled. The concert hall was slated to open in 2012; now it won?t open until 2015 at the earliest.
?If we were in Paris or in New York that would be fine, but not in such a small town as Hamburg,? complained Mr. Becker, soaking up the sun on the piers of the Elbe River with the half-constructed Elbe Philharmonic Hall shimmering in the distance.
Even so, every Sunday, visitors wearing yellow construction hats are touring the construction site.

CHARLOTTESVILLE, Va. (AP) ? A jury convicted a former University of Virginia lacrosse player Wednesday of second-degree murder of his ex-girlfriend in a drunken, jealous rage, rejecting a first-degree murder verdict and a possible life sentence.
Instead, jurors recommended a 25-year prison term for George Huguely V in the May 2010 slaying of Yeardley Love. They added one more year for a grand larceny conviction.
Huguely was found not guilty of four other charges, including breaking and entering and burglary. Jurors also could have returned lesser verdicts of involuntary or voluntary manslaughter.
Huguely, 24, of Chevy Chase, Md., bowed his head during sentencing. Circuit Judge Edward Hogshire set an April court date on sentencing matters before a formal sentencing is expected to be held in summer. He is not bound by the jury's recommendations, but Virginia judges typically heed jurors' wishes.
Jurors deliberated for about nine hours before returning their verdict to a somber courtroom. Huguely stood erect, flanked by his attorneys, and appeared stoic as the verdict was read. Some sobs could be heard in the court.
Prosecutors said Huguely killed the U.Va. women's lacrosse player after a day of golf and binge drinking, incensed that she had had a relationship with a North Carolina lacrosse player. Love's right eye was bashed in and she was hit with such power that her brain was bruised. She also had wrenching head injury that caused bleeding at the base of her brain stem.
A coroner concluded she died of blunt force trauma. Defense and prosecution experts offered different medical opinions on the lethal consequences of her injuries.
Prosecutor Dave Chapman, who described the night Love was killed as a scene from a horror show, said Huguely kicked a hole in Love's door to get in her bedroom and left his on-again, off-again girlfriend to die.
Huguely's attorneys said he only went to Love's apartment to talk before the encounter quickly turned physical. He said she banged her head against the wall of her bedroom, and she only had a bloody nose when he left.
A prosecution witness testified Love, a 22-year-old from suburban Baltimore, smothered in her own blood-dampened pillow.
Love's mother, Sharon, tearfully testified during the sentencing phase as Huguely cast his gaze down at the defense table. She described the death of her daughter as "unbearable."
"Every year that goes by I'd like to know what she'd be doing now," Sharon Love said.
Love's sister, Lexie, 28, described the absence of her kid sister.
"A song will come on the radio and I'll just burst out in tears," she said, sobbing. Her sister's death, she said, "left a large hole and nothing will fill it."
In a statement, the Love family said the passing of time has not eased the pain of their loss.
"Our hearts burst with ride when we think of Yeardley's accomplishments but our hearts melt when we remember her kindness and grace," the statement from Sharon and Lexie Love said.
The defense did not present any witnesses at the sentencing hearing.
"No person is the sum of the worst decision he ever made," one of Huguely's defense attorneys, Rhonda Quagliana, told jurors before they began deliberating his punishment.
The jury of seven men and five women heard from nearly 60 witnesses over nine days to determine what happened to Love.
They had to decide whether Huguely battered Love to death in a jealous outburst or if his intent to talk with her spiraled out of control and she died accidentally. They also suggested her own drinking and a prescription drug used for attention deficit disorder could have contributed to her death.
Besides her facial injuries, she had marks on her chest that suggested she was grabbed and had injuries around her jaw and inside her mouth and neck.
Jurors heard testimony from lacrosse players who told of Huguely's escalating drinking problem and public spats between the two. The incidents included Huguely putting Love in a chokehold while on his bed, and one in which Love accused him of flirting with two high school girls.
Friends and fellow players said the two were unfaithful to each other and had a fiery relationship.
In a police interrogation video viewed by jurors, Huguely said he simply wanted to discuss their sputtering, two-year relationship. Huguely admitted he may have shaken her but insisted he didn't grab her neck or punch her.
The prosecution painted a much more sinister scenario.
Huguely went to her apartment less than one week after he sent her a threatening email about her relationship with a North Carolina lacrosse player.
In the email, Huguely wrote that when he found out about the relationship, "I should have killed you."
In his closing arguments, defense attorney Francis McQ. Lawrence described Huguely as hulking, hard-drinking jock but no killer. He acknowledged Huguely had an unintended, accidental role in Love's death, arguing for a finding of involuntary manslaughter and a 10-year prison term.
"Where's the intent to kill?" he asked jurors. "Where's the intent to kill?"
Love's death had a statewide impact, leading to legislation that made it easier for possible abuse victims to get a restraining order in Virginia.
Last year, the state's General Assembly passed a law that expands criteria under which people can seek protective orders. The measure allows people in dating relationships or those who face threatening co-workers to more easily obtain such an order.
"Yeardley Love's death resulted in a great awakening for many individuals in Virginia and across the country about the danger that exists in violent dating relationships," Kristi VanAudenhove of the Virginia Sexual and Domestic Violence Action Alliance said in a statement.
"It has also sparked conversations at colleges and universities about how to improve policies and services for students experiencing sexual and domestic violence," she said.
U.Va. President Teresa A. Sullivan extended her "sympathy and compassion" to the Huguely and Love families.
"Yeardley's family, teammates, sorority sisters and friends ? indeed all of us at the University ? continue to feel the loss of this promising young woman," Sullivan said in a statement.

FDA to review inhalable caffeine
BOSTON?? U.S. Food and Drug Administration officials plan to investigate whether inhalable caffeine sold in lipstick-sized canisters is safe for consumers and if its manufacturer was right to brand it as a dietary supplement.
AeroShot went on the market late last month in Massachusetts and New York, and it's also available in France. Consumers put one end of the canister in their mouths and breathe in, releasing a fine powder that dissolves almost instantly.
Each grey-and-yellow plastic canister contains B vitamins, plus 100 milligrams of caffeine powder, about the equivalent of the caffeine in a large cup of coffee.
AeroShot inventor, Harvard biomedical engineering professor David Edwards, says the product is safe and doesn't contain taurine and other common additives used to enhance the caffeine effect in energy drinks.
AeroShot didn't require FDA review before hitting the U.S. market because it's sold as a dietary supplement. But New York's U.S. Sen. Charles Schumer said he met with FDA Commissioner Dr. Margaret Hamburg and she agreed to review the safety and legality of AeroShot.
"I am worried about how a product like this impacts kids and teens, who are particularly vulnerable to overusing a product that allows one to take hit after hit after hit, in rapid succession," Schumer said.
Tom Hadfield, chief executive of Breathable Foods, which makes AeroShot in France, did not immediately respond to a phone message and email seeking comment. A publicist for the company also did not respond to a phone message and email seeking comment.
Sen. Schumer planned to announce the AeroShot review Sunday.
Meanwhile, an FDA official who was at the meeting confirmed the decision, telling The Associated Press that the review will include a study of the law to determine whether AeroShot qualifies as a dietary supplement. The product will also be tested to figure out whether it's safe for consumption, the official said.
The official spoke on the condition of anonymity because that official was not authorized to discuss the matter.
Schumer pressed the FDA in December to review AeroShot, saying he fears that it will be used as a club drug so that young people can keep going until they drop. He cited incidents that occurred last year when students looking for a quick and cheap buzz began consuming caffeine-packed alcoholic drinks they dubbed "blackout in a can" because of their potency.

"Caffeine has been proven to offer a variety of potential benefits for health to individuals when consumed in moderation, from providing energy to enhancing attention and focus."
AeroShot, the flagship product of Cambridge, Mass.-based Breathable Foods, is the product of a conversation that Edwards had with celebrity French chef Thierry Marks over lunch in the summer of 2007.

WASHINGTON (AP) ? Unemployed workers would no longer be able to claim 99 weeks of benefit checks by this summer under a deal being worked out in Congress.
Under this week's compromise for extending a Social Security tax cut through the rest of 2012, federal unemployment benefits for people who have been out of work more than six months are being scaled back.
If Congress passes the bill and President Barack Obama signs it into law, the current maximum 99 weeks of benefits will gradually fall to 73 weeks by September. For people in all but about a dozen of the highest unemployment states, the benefits will be cut off after 63 weeks.
Democrats had hoped to keep the number as close as possible to 99 weeks, arguing that the benefits are critical for those struggling to make ends meet and provide a boost to the economy. Republicans wanted to reduce the maximum time span for benefits to 59 weeks, saying too many people don't seriously look for a job until the government checks quit coming.
The agreement would let both parties claim victory: Democrats can say they preserved the program for another year, while Republicans may claim they won major concessions by scaling back the program.
About 43 percent of the nation's nearly 13 million unemployed have been without work for more than six months, double the rate of any other economic downturn since the Great Depression. If Congress had not reached a deal to reauthorize the program, about a million people would have lost benefits next month.
"It's far from perfect, but it seems to be a responsible approach to the current problem of long-term unemployment," said George Wentworth, an attorney with the National Employment Law Project, a worker advocacy group that supports long-term benefits.
It was not immediately clear how many people might lose out on benefits later this year under the new plan. Currently, 22 states are eligible for 93-plus weeks of unemployment insurance; just 18 get the full maximum of 99 weeks. The average unemployed worker receives less than $300 a week in benefits.
Wentworth said the gradual decrease would help cushion the blow for those relying on the benefits.
The plan would extend the current 99-week maximum through May for states with the highest unemployment rates. Benefits would drop to 79 weeks in June and to 73 weeks in September. Unless Congress extends the federal benefits again, people losing their jobs after July 1 will get only 26 weeks.
"This agreement is a step in the right direction," said James Sherk, a policy analyst at the conservative Heritage Foundation. "However, two years of benefits was excessive when passed, and a year-and-a-half of benefits in an improving labor market is still excessive."
The program was already starting to wind down anyway. Under the current formula, the maximum coverage period would have fallen to 79 weeks in October.
The job market has been steadily improving, and fewer people are filing for the benefits. On Thursday, the Labor Department reported that the number of people seeking unemployment benefits last week was the lowest it's been in four years.
But Heidi Shierholz, a labor economist with the liberal Economic Policy Institute, said it's still too soon to cut back on benefits.
"Even if we continue growing at the current rate, given the depths of the job deficit that we're in, we're not going to be at a place by May where job opportunities are plentiful," she said. "Layoffs are back to pre-recession levels, but hiring is still extremely slow."
The new law will allow states to make benefit applicants take drug tests if they lost their job because they failed a drug test or are applying for a job that requires one. Republicans dropped an effort to let states require all applicants to take a drug test, or require applicants without a high school diplomas to pursue a GED certificate.

Six months since the Libyan civil war ended in Muammar Qaddadi's death, a new report from Amnesty International says hundreds of militias remain active in the country, extorting money and killing their? enemies.

Skip to next paragraphMore than six months since Muammar Qaddafi was killed near his hometown, the torture and murder of former Qaddafi loyalists (or suspected loyalists) remain widespread. Some of the victims are sub-Saharan Africans caught in the crossfire of Libya's war, who the revolutionaries insist fought for Qaddafi. (When I was in Libya last year, I was shown African men, wearing rags and some without proper shoes, described as "mercenaries" for Qaddafi; that did not seem accurate to me.)
The militias that toppled Qaddafi's dictatorship remain outside of any central authority and, in the picture painted by Amnesty, are increasingly behaving like ferocious regional mafias. During and immediately after the war, the militias murdered scores of Qaddafi supporters in captivity, tortured many others, and razed the homes of still others to punish them for their political beliefs.
Now, Amnesty says "hundreds of armed militias ... are largely out control," that armed clashes between rival militias are "frequent," and that "thousands" of people remain illegally detained by the militias.
Amnesty researchers met "scores" of torture victims in Tripoli, Zawiya, Gharyan, Misrata, and Sirte in January and February. The victims reported a range of torture methods used against them that were once standard in Qaddafi's own prison system: electric shocks, extensive burning, whippings with metal chains, and hours tied up in contorted stress positions. Some militia members opposed to torture told Amnesty they feared reprisals if they spoke out against it.?
During Libya's uprising against Qaddafi, rebel leaders and supporters spoke confidently and often about the new era of respect for human rights that would be ushered in with the demise of Qaddafi. The reality of the early days of the new Libya has been far shot of those lofty promises. The country hasn't had the rule of law for more than 40 years, and vengeance is almost always sought in the aftermath of violent revolutions. But having spent more than two months in Libya at the start of last year, I didn't expect the situation to be as bad as the one described by Amnesty.
I imagined, wrongly as it's turned out, that the Transitional National Council would be able to use the carrot of oil revenue to bring the regional militias under control once the war was over. I was also wrong in thinking the scope of reprisals would be far more limited. Amnesty writes that the NTC "appears to have neither the authority nor the political will to rein in the militias" and is "unwilling to recognize ... the mounting evidence of patterns of grave, widespread abuses in many parts of the county."
How bad is it? There has been no investigation into the murder of 65 people in Qaddafi's hometown of Sirte last October, despite some of the militiamen responsible having been identified; 30,000 people from Tawargha have been expelled from their homes (most of which have since been destroyed) and have not been allowed to return home for the crime of having supported Qaddafi; former soldiers have been tortured until they falsely confessed to rape;? others have died after hours of electric shocks and the use of nails and drills.
Libya's revolutionaries aren't the plucky underdogs fighting for freedom anymore. They're the most powerful people in the country, at least for the moment, and some of them, according to the report, are doing horrific things with that power. Libya is currently planning elections for June, but it's hard to imagine a fair or accountable process until the militias are brought under some kind of control.

Chinese Steamed Buns with Meat Filling | Food And Drink Buzz

This Chinese Steamed Bun recipe has a meat and vegetable filling. The filling is best if allowed to rest in the refrigerator overnight. Use meat that is half fat and half flesh for the most tender filling. A wok equipped with a stainless steel steam plate, a plate with holes to allow steam to pass, is required to make these tasty buns.

Ingredients:
- 8 ounces chopped pork
- 1 (4 ounce) can shrimp, drained and chopped
- 1 teaspoon salt
- 2 green onions
- 1 tablespoon chopped fresh ginger root
- 1 tablespoon light soy sauce
- 1 tablespoon rice wine
- 1 tablespoon vegetable oil
- 1 tablespoon white sugar
- ground black pepper to taste
- 2 1/2 tablespoons water
Directions:
- Cook chopped pork in a wok over medium heat. After 3 minutes of cooking add chopped shrimp if desired. Cook until pork is no longer pink. Drain, season with salt and set aside to cool.
- Mix together green onions, ginger, soy sauce, rice wine, oil, sugar, and pepper. Stir in minced meat. Stir in water and mix thoroughly. Chill in freezer for 2 hours, or in refrigerator overnight to firm up and blend flavors.
- Prepare dough for Chinese Steamed Buns.
- Shape dough into balls. Roll each out into a circle, (like Won-Ton wrappers). Put 1 tablespoonful of prepared meat mixture in the center of each circle, and wrap dough around filling. Place seams down onto wax paper squares. Let stand until doubled, about 30 minutes.
- Bring water to a boil in wok, and reduce heat to medium; the water should still be boiling. Place steam-plate on a small wire rack in the middle of the wok. Transfer as many buns on wax paper as will comfortably fit onto steam-plate leaving 1 to 2 inches between the buns. At least 2 inches space should be left between steam-plate and the wok. Cover wok with lid. Steam buns over boiling water for 15 to 20 minutes.
- REMOVE LID BEFORE you turn off heat, or else water will drip back onto bun surface and produce yellowish ?blisters? on bun surfaces. Continue steaming batches of buns until all are cooked.
